Baltijos valstybių europarlamentarai laišku kreipėsi į Europos Parlamentą, Europos Komisiją bei ES Tarybą dėl tiesioginių išmokų ūkininkams

Laiške rašoma, kad 2013 m. vasario pradžioje Europos taryba nusprendė, kad 2020 m. visų valstybių narių ūkininkai turi gauti bent 196 eurus tiesioginių išmokų už hektarą. Tačiau dirbamos žemės plotas padidėjo, o išmokų suma liko ta pati. Dar daugiau – šių išmokų nenumatoma didinti ir būsimame 2020 - 2027 m. ES biudžete. Dėl to europarlamentarai ragina padidinti išmokas, kad jos atitiktų realiai dirbamos žemės plotus.

To the European Parliament, Council and the Commission

Regarding minimum level of direct payments in 2020 – EUR 196 per hectare and convergence of payments in the period of 2020-2027

Dear Members of the European Parliament,
Dear Members of the European Council,
Dear Members of the European Commission,

The European Council of 7 and 8 of February 2013 agreed to ensure that „all Member States should attain at least the level of EUR 196 per hectare in current prices by 2020“.

However, as a result of calculations of national ceilings for the period 2014-2020, which did not take into consideration actual increase of arable land (European Commission applied the data of crop declaration of 2009 to calculate national ceilings for the period of 2014-2020. E.g. declared crop area in Lithuania was 2.640 million ha, whereas in 2013 it was as much as 2.803 million ha), direct payments paid to the Baltic farmers in 2020 are expected approximately EUR 20 per hectare less than approved by the abovementioned European Council.

Moreover, proposed calculations of CAP post 2020 and the direct payments to the farmers currently receiving the lowest support, minimum payment level of EUR 196 per hectare is also ignored, which is the point of reference in the convergence formula. Thus, unfair distribution of payments is programmed even further until 2027.

Therefore, the Members of the European Parliament from the Baltic States call the European Parliament, Council and the Commission to shape the sufficient CAP budget for 2020 to ensure minimum EUR 196 per hectare level of direct payments, as well as amend the provisions of CAP post 2020 regarding full convergence of direct payments within the period of 2021-2027.
